Yes, that's what I found with mine just after buying it - the hoses had 'collapsed' and would not allow return of fluid upon release of the brake, which resulted in the wheels being locked.

A relatively easy (if expensive) fix as I recall.

If your carb rebuild goes well but your plugs are still sooting up try fitting a pair of one range hotter spark plugs. I too had a plug sooting condition that would result in a misfire, in particular on one cylinder - this was cured with the hotter plugs. Ditto what John said about the idle jets blo...
