I found this on the swiss army vehicle web site, it says, Steyr Puch Haflinger 700 & 703 > 10-02 board tools.
Any one know what it is and where it fits.

It's a jack. it fits under the dashboard. it works the same way as the "Hi Lift Farm jacks". It is similar to the Jacks found in early VW Beetles.
On the front of a Swiss army Haflinger there is a hole in the footwell, these have a metal tube welded in so they are strong enough for you to put the peg from the jack in and jack the front of the Haflinger off the ground. The tow bar at the rear had similar holes into which the jack can fit.

Thank you John, I could not figure out what it was. now I can see it, I think it was the jack that is shown horizontal that confused me.
