G,,day . i used a spotweld drilling tool . removed the panel .
then welded a new panel , no gaps . no ingress of moisture .

just did my motor bike tank with POR15 fuel tank kit. It is a different paint to the POR15 anti rust stuff.

POR is also great to use with fibreglass if you want a flexible outcome.
I've used it a lot over the years. One thing I find impossible is getting a good brushed finish, so now I just spray it!
I plan to totally undercoat my haffapuffa with POR15 when I get around to repainting it, may just leave it under coat grey....

Also look at soda blasting. removes paint, grease surface rust etc without damaging metal, glass or rubber etc. Leaves a coating [bi carb] that needs to be washed off before refinishing that helps stop surface rust.
You could for instance pretty much just blast the whole chassis to clean it & prep for painting
